Rooster vs. Hen question

I'm pretty sure our 4 month old Silver Ameraucana is a rooster, but I want to make sure. Sally/Sal is bigger than our hens, does some moderate herding, likes to climb on top of our watering thing and look like an oh-so-handsome weather vane, has a more developed crest than the two hens who are his/her age and just generally doesn't look like the female of the species. On other hand she/he doesn't crow (yet) and has no spurs on her legs. Looks like a rooster but isn't necessarily? Acts like a rooster because there are no other roosters and the formerly dominant older hen is runty and can't really be dominant anymore? Maybe? I wouldn't care but we're urban and roosters are understandably contraband in the neighborhood. Thoughts?



 
Rooster. He's just young, but he will start crowing. Some birds don't grow spurs until almost a year old, so that's not a good gender indicator.
 
OK, thanks all for confirming when I pretty much knew but didn't particularly want to be true. Hope we can find the dude a new home, as I don't relish the idea of culling just because he's a he.
