Rooster w/ red "elbow" needs help. He's very grumpy. (pics) Thanks for any help!

My big boy, Art the rooster has a red spot on his "elbow" that won't go away. I have a feeling it might be bugs - but why the elbow only? I know he's had a problem with either lice or mites. I treat him often w/ diam. earth. He is my only bird that seems to be prone to the bugs always being there - if that is what it is.

I have a new silver wyandott that might be getting them now, as from reading other posts, I can see she has "feather pulling." Does the diamtramious (sp?)earth only work so much? I did not want to use anything much stronger, but it may be time? Is there a bath "dip" we could use? I tried bathing him w/ cat flea & ticket wash but it didn't seem to do much. I copied and pasted from a thread on treatment options:

Sevin Dust use 5%, not 10%. place body of chicken in a plastic bag with the head sticking out of the bag. Do not put a chickens head in a plastic bag!! Add Seven Dust, hold bag closed at neck, and shake gently to coat bird with powder.
 
[FONT=Verdana, Arial, Helvetica, sans-serif]My rooster in pic above is stilll having issues w/ his elbow and then it also goes up the side of his body to his chest. It's bright red, inflamed and irritated. I saw him last night itching and biting his back. You can't really see it, b/c feathers are so long, it covers it. Gave him a dusting in Sevin dust, gave him more dusting w/ DE a few days later... totally cleaned coop with a dish soap and bleach solution. Used Sevin on perches in corners. Nothing. No difference. I called a vet and it's $46 office call. Wow. That is high to just walk in the door. Anyone have any other suggestions on what this is??? Thanks for any help at all.[/FONT]
