Rooster will not climb up anything. Causing a problem

Finally! After many a day of going out as the sun was going down and placing the barred rock pullet on the ramp farther and farther down... tonight she finally went in by herself! So stoked! Last night I had put her on the very bottom decorative block (I had used to stack up and make the ramp a shallower angle) and did my little whistle to the rooster and she went up in. Tonight, she went in on her own. Patience is an absolute virtue when dealing with God's creatures. Such a small thing in the big picture, but this truly made my day!

You can train them... I've learned from this that some of them are sharp as a tack and some of them have mental hurdles that will take a lot of patience. Don't give up on them. Thank you to everyone for helping me out with your suggestions. Even though many of them didn't work for my particular situation, I'm sure it will be the remedy for others.
