Rooster with red legs

My 1 year old Brahma rooster has red irritated legs? Redness is on both legs and feet/ toes. He also has broken off feathers. None of my other chickens ( all hens) are sick/ injured? I'm new to chickens, but no one I talk to knows what this is. I have soaked his legs the last 3 days. Put the blue antibiotic spray on yesterday. Please help!

It sort of looks like the other birds are pulling his feathers, but the legs aren't really a common spot for that to happen.

I have the exact same problem with my bruff Roo. Noticed his hen pecking at his legs today
