Rooster with Robot Head

I have a Sultan rooster who keeps on tilting his head to one side and then quickly putting it back up right and looks like he is doing some kind of robot move. he will do this for a couple of seconds and then stop, but he continuously does this though out the day. otherwise he is acting normal. he had crook neck a couple of times when he was younger so is it something to do with that, is his massive hairdo in the way or is it something like ear mites??

Although crook neck or wry neck can reoccur, it sounds like maybe he is cocking his head to the side to see around his big crest of feathers.
