rooster wont crow and is a scared little boy

Hes about 5 months old now. I introduced him to the flock when he was 1 month old along with 3 other 1 month old hens and thus they got bullied quite a bit because of their size. Well, now hes the same size or bigger than the biggest hens and hes still afraid of them. I attribute this to him being bullied when he was younger, but I hope he gets tougher. Hes skittish around me too. He also doesn't crow. Is this because of the bullying too?
 
Your title says it all - he's still a scared little boy. Your adult hens won't respect him until he's mature, which can take some time. More than 5 months. Probably closer to a year. Right now he's like a teenager thrown in the midst of a bunch of middle aged women. He's not going to get any respect. More likely, they'll teach him some manners when he starts getting randy.

My boy last year was in a similar situation a young boy with a bunch of older girls. Even once he came of age three was a distinct line between him and the head girls. At first he had no good to walk on and would be run off or attacked by one of the head 3 for even attempting to mount a hen. But he was a good boy and never bothered the younger pullets as they weren't laying yet. Slowly he learned and worked his way up the ranks as any hen would do in the pecking order. It quit well took months for him to earn his role. Over thing I did learn from watching him is young roosters don't always tend, or treat their girls, they just want the booty call. As he grew he learned to treat them with respect. Now he is a little over a year, he finds bugs and will call for or take it to his girls, and he dances for them. He knows who he can mount and who he has to court. It's funny to watch him dance for some of the oldest girls only for them to turn and walk away, he'll sulk for a minute or two and go about his business. But I know he does get his bits with them once in a while becuase I have fertile eggs from all my girl.

Give him time they will all learn

My barely 5 month old cockerel is in the same situation lol.
He’s got 4 older ladies who aren’t particularly impressed.
I actually had 3 cockerels but one was human aggressive and the other was heading that way and was sent to freezer camp yesterday.
I think my hens are fed up with too many cockerels right now.
Angus has his work cut out for him.
He tries though.
He’s clearly scared of them lol.
The two pullets raised with him are nearing POL so he does try with them sometimes but only recently.
