I was sold this guy as a cockerel, but he is SUPER timid, not crowing, will not even look at my hens. He is 15 weeks old, LF cochin

With a production bred bird, at this age he'd be hitting maturity pretty good, probably crowing, trying to mate, etc. But Cochins are kind of like Great Danes, they're very slow to mature. He could easily be 8 months or so before he starts acting like a mature male.

Well if he doesn't get his act together he's going to be fox food - because he's so petrified of my hens he refuses to go in the coop at night. Hope he catches on pretty soon!
 
Cockerel. Give him time. It's better to have a timid cockerel at this age, than an aggressive cockerel later on.
 
x 2 would you rather he attack the hens like a psychopath and bloody them and you up? Lots of young cockerels get beat up by the hens but, when they mature the same hens are nuts about them. He is just a baby. Cochin roos are usually good ones - treat the ladies right and the humans as well.
