I think he's too young to do something like that.

Most people use Craigslist or FB to try to rehome.

Rehoming a rooster takes time, cause there are other people doing the same thing. So hang in there.

He had blood on his beak and down the front of him. I checked the other hens and they were clean. He had always been well-mannered and even sits on my knee. So I'm not sure what happened.

If you’ve never seen him bully, then I think he might be getting framed. He very well may have pecked after the blood was sighted, but I’ll bet another animal did the deed.

He seems too young...plus roosters usually fight off animals from attacking the flock...not attack them themselves.
