Depends on their personality. Yours could be an early bloomer

There are many different factors. Can you update your profile with the area you are from? Also, if you would write a note in you signature what breeds you have?

He's not really trying to fertilize eggs. At that age the mating act is about dominance. The one on the bottom is accepting the dominance of the one on top, either willingly or by force. It's one way they sort out the pecking order and flock dominance, actually two different things. Ten weeks is quite young but not unheard of.

It's also possible a dominant hen will go through the mating act with another hen, especially if there isn't a dominant rooster in the flock. Sometimes the boys will do that to each other. They are not being sex fiends or being weird. It's just part of chickens being chickens and establishing or showing dominance.
