have a rooster that has a fungis on its tail and have seen some type of a worm coming out of its skin found out that it is lice and they said to use lice powder does anyboby know if you can use the same powder that people would use

No, it's a different kind of lice. Get poultry dust or spray from the feed store or use Sevin 5% garden dust.
