Roosters or hens?

Is there any way to tell Easter Egger hens from roosters at 3 weeks old?

Not really, Easter Eggers are one of the hardest chickens to figure out if they are male or female. You can try posting a picture though, some experienced people here might be able to help.
Sometimes though it has being my experience with hatchery chicks that male EE feather out slower then females.
