Roosters tails

Does most roosters tails point upward? And if a roosters tail is long and lays down instead of pointing upward, does that mean anything in particular? For reference this is a 14 week old Rhode Island rooster specifically. It's tail is long and full but lays down more so than points up at all.

It varies with breed and individual. Rhode Island reds generally don't have tails carried very high, at least not the show birds of that breed.
