I live inside the city of Syracuse, which will allow one rooster only. We are getting ready to add a couple of new chickens to our flock and wouldn't mind if one of them was a rooster. My problem is that I don't want to trouble the neighbors with a loud morning wake up call.
Question: Which roosters have the quietest cock-a-doodle-do? I am looking at Plymouth Rock and Orpington sized birds.

It really depends on the bird, not the breed. I once had 2 beautiful Welsummer roosters and one had a nice, single toned crow, and the other sounded like a cross between an old car horn and a squeeky toy. Major crowing differences of course would be with bantams, which have a higher pitched crow, and Jersey Giants usually have a pretty deep crow. But, like I said before, it depends on the individual.
