Free ranging means there are no fences. As for square footage, there really is none for free ranging. In the run, you will need at least 10 square foot per bird and in the coop you will need 4 or 5 square foot per bird.

However if you have a large yard or area that you have fenced off and they have a big areas to roam, I personally would call that free ranging.

I was considering ROTATIONAL GRAZING MANAGEMENT To PREVENT destruction and OVERGRAZING of the pasture i am using.

Chickens can quickly destroy a small area of land. But if it is large enough, you could rotate areas to keep the grounds healthier. We did this with horses and it not only protected the fields, but it helps with parasite control, letting one area rest for a while and allowing the worm cycle to somewhat die off.
 
I use a chicken tractor now, but you can also just use fencing and move them to rotate them.
