Rouen duck nesting

i have 2 female Rouen ducks & 1 male. Between the 2 of them they have 35 eggs in 3 nests in their coop. 1 female has been sitting on all 3 nests for over 5 weeks. Some of the eggs are rotting under her and I remove them. My question is why have none of them hatched? Are the eggs that look black rotten as well? I have tried canceling them, but it is difficult as she is not off the nest long.

If she has been setting on 3 nests, none of the eggs were getting warmed sufficiently. Next clutch limit her to a dozen or so eggs in just one nest. That way she will be able to adequately warm them.
