Rouen--male or female?

I have a 4(ish) week old rouen. It is just getting a few of its adult feathers, and recently developed a white ring all the way around its neck (not in feathers, in down...although this feature was not in its original down). Is this the sign of a drake? Or have other people seen this in females?
