Rough spots on neck

We have a chick with feathers kind of fluffed up around her neck. I check it and it seems almost like swollen rough spots where some feathers are coming out. She seems fine though. She's very friendly and it doesn't seem to both her. Eats, drinks, and mostly stays with the flock. Sometimes she's by herself but eventually catches up. She's also smaller than the group of 6 we had gotten, but as far as we can tell shes the only speckled sussex.

What is going on?

Do you have a rooster/cockerel? The black spots on her comb look like frostbite. Has it been below freezing there? And how much ventilation (in square feet) do you have in the coop?
 
Update
I was able to thoroughly check the rest of our flock. Nothing like this on the others. The newer chicks seem to have pin feathers from new feathers coming in. Our poor Sussex is just covered in dry cracked skin. I was able to apply that blue ointment and that seemed to help the redness calm down. Im hoping maybe she's just having a hard time getting her feathers. I did do a lice/mite treatment just incase but I don't see any signs on the rest of the flock.
 
Update
She's definitely gething worse. Still nothing on the other chickens. I attempted to give her a bath, in hopes to relieve her skin and ideally see/remove any lice or mites I see. I didn't see any bugs or any kind of clumps at the base of her feathers or vent. Her actual skin is so bad and she's losing so many feathers. I'm going to do another treatment just because of the bath. I just feel so bad for her and want to help her 😞

Wow, that looks pretty bad. I would separate her from the rest of the flock if you haven't already and keep her in a clean place inside, just in case it's something outside that is bothering her.

What are you currently feeding her including treats and supplements? And what are you using for bedding material?

I wonder if @azygous has any ideas on what it might be and how to treat.

What do you feed?

Could be disease like Marek's, but possible some type of dermatitis. I'd try bathing her in a dandruff shampoo to see if that makes a difference.
