These two are approximately 3-4 months old. The breeder said he believes they are female. They are very flighty...What do you all think?

without a close-up of the comb, They look female. given it's not very red and still small.
at that size it should be a little more prominent and more red.

You will need to spend more time with them then you would with a RIR or a more domesticated species.... if you in fact want them less flighty

yeah, i'm gonna still say girl, especially if they are already 3-4 months.
They should have a noticeable larger bright red comb if they were roo's
