Built a 8x12 run and coop. Bottom is pressure treated 2x4s coop itself is 30 in off the ground. When it rains water seeps under 2x4s . What’s the best bedding for the run? Help!

Nothing until you divert the water from getting into the run.

I will try . It’s not puddles . Just wet mostly around the edges. Dries pretty quick. Just wondering if sand would Be good.

Where are you located? That generally makes a difference in available materials. I prefer thick wood chips.
 
Sand is a poor choice. fix the water intrusion first, then worry about what to line the run with.

Sand drains yes, but only until it runs into something not sand. and once chicken droppings start mixing with sand, its ability to drain, rather than hold, water drops precipitously as well.
