If they free range all day with access to adequate water, will runners need food and water in their pen at night?

If they are adults, no.

Mine free range all day and have a pond and water source and food. Around 7:30-8 is when it gets dark here and thats when they get locked up for the night. No food or water till the next day when they are let out.

I don't water mine at night unless it is still super hot out.
I don't give them food at night.
They free range all day, but I still give them a bit less than a quart of food a day and they tend to eat most of it by bedtime.

Mine free range all day and pen them up at night. They don't like going in the coop other then to lay their eggs. I leave the door open. The pen is enclosed and I leave food and water. They seem to party during the night with the other ducks and geese. If I were to lock them up in a coop I would not put food and water in there. Big time mess. Been there done that...... not good. Most of my birds have access to food 24/7 and they all free range.
