Hens go broody when you don’t want them to… and won’t go broody when you do. 
What kind of incu you got? I put a thin blanket over the top if my incu til it rose. Be careful not to block the vent hole. Sometimes just plugging the vent hole will bring the temp up. What's the temp in the room where your incu is? Gotta have a room that maintains a steady temp.
