safety with a chicken tractor

Any advice on what type of chicken tractor to build to ensure safety (we also get very high winds at times). We have a great coop and big run that is very safe. We have had 5 chickens killed by neighbor dogs. We can't free range them any more and they look so sad just staring out of the run at all the yummy grass and bugs. I know about hardware cloth but I am worry about the dogs jumping on top or the tractor or tipping it over etc. I am also thinking of putting portable electric fencing around the tractor. Most of the time I see being home when the chickens are out in the tractor but that still doesn't mean we are watching them every minute. We have been home and outside and the dogs still came and killed a chicken. We were just on the other side of the house/barn. Or Should I just come to the conclusion that we won't ever be able to get them out of the coop.

Definitely a good idea...maybe just use that for a range area...
....might be good to see the dogs get nose-full of zap.
