It doesn't have to be sand, get anything with the finest particles, sand, soil, compost, dust, peat, ashes or anything you can get hands on it easily.

Can you just protect their present dusting area from getting wet and thus freezing?
...or dig up some of their present bathing 'dirt' and use that.

Peat mixed in run with dry leaves from fall is enough and probably cheaper. Peat is also more effective than other products at breaking down ammonia which can get to toxic levels especially during the winter when chickens may spend more time in doors. If want sand, it clearly states ok for pets on bag so think ok but this does not replace the need for poultry grit. Sand tends to be cooler in the winter. Adding leaves or straw may add more warmth.
