Hello all! I know that in Santa Clara County, CA, the limit is 12 small animals per residence without a permit. However, my city's law is 6 small animals per residence. Which one applies?

City restrictions trumps county. If you have any sort of HOA that further restricts things, their ordinances would be what you'd need to abide by.
