Saw dust is organic plant matter that will decompose and therefore will probably attract worms and grubs. Sand on the other hand is organic but is not a plant and will not decompose, therefore the worms and grubs cannot eat it and that is probably why you do not find many of them in sandy soil.

I've used wood chips in my runs, no problems. However, if they do not have a readily available supply of food, they have been known to eat them, which can kill them. Sawdust, on the other hand, is finer, and shouldn't be a problem (be sure that it does not come from pressure treated lumber or sassafrass trees, as it can be toxic). I've also used chainsaw dust for bedding in my brooder, no ill effects.

Will saw dust stop earth worms from coming to the dirt like sand does

I wouldn't count on anything keeping earthworms out of a pen.
