1. Gently squeeze - does firm cheesy material come out? If yes, then most likely an abscess, if not - tumor more likely.
2. If you took any of it off (debriding) - does it regrow? If yes, tumor
3. Odor: foul smell - infection, no smell - tumor
Based on where it is, I am going with an advanced ruptured abscess (septic arthritis/bumblefoot extension variant) instead of a tumor.
Start an antibiotic however, antibiotics alone will not cure this, it needs to be debrided by a vet to flush out the caseous material and capsule, then they can culture and give you the right antibiotics. This is a chronic infection.
If you cannot get to a vet, it needs to be flushed (no digging) with saline or diluted chlorhexidine, and then use triple antibiotic cream with no lidocaine or any "caine" for that matter. Then bandage with non-stick pad and then bandage snug but not tight. She needs antibiotics - preferably doxycycline or amoxicillin clav, and she really needs pain relief like meloxicam or gabapentin.
Please know that if you treat at home you will only contain, not cure. You will cure if you go to the vet because he/she will take out the capsule.
