Are you familiar with scaly leg mites? If left untreated can cause serious damage. here is a link explaining leg mites.

It sounds like it could be scaly leg mites. Could you post a picture? To treat scaly leg mites, dip the feet in mineral oil or vegetable oil once a day for a week or so. You can put petroleum jelly on the legs, too. If you want, you can use a toothbrush and gently scrub at the scales on the leg, to help remove any crustiness or dead scales.
