Scaly mite or something else?

My rooster has a weird inflammed cut? on his foot, I cleaned it by doing an epsom salt soak and brushed it with a toothbrush, and I put alcohol and Neosporin on it after this photo which I figured should kill or suffocate any mites. Although, I can't tell what I'm looking at here. He's a young rooster with new feathers growing in on his feet, could it be an ingrown feather or something. Or just a cut?

He does not seem to be in any pain or experiencing discomfort despite the issue. It's hard to the touch and not squishy, the rest of the flock doesn't seem to have any lifted scales. Thanks!

It looks like an injury of some sort.. but does not resemble scaly leg mites at all at this point.
