I would keep if you’re willing to give him some TLC.If not I would try to find a home that is willing to take some extra time with him before culling.

It *usually* gets worse with age.. I personally would cull and not by rehoming.

You should do what you think is best and are able to live with.

It will only get worse and it's already pretty bad, unfortunately.

I keep my flock for meat and eggs so I cull any chicks with genetic problems or deformities that will keep them from thriving. I’ve had one scissor beak and one parrot beak over the years and I culled both of them.

Some people have the time and patience to nurse a scissor beak but they seem to always struggle to feed them enough. There’s a Facebook group for scissor beak owners and they have lots of advice if you want to keep a special needs chicken.

It depends on what you want from your flock and if you have the time to take special care of this chick.
