Scissor beak

I am curious to know whether scissor beak is always genetic and if it gets passed down every generation or can skip and show up later?
 
I would never breed from an individual or line I knew had scissor beak unless they had qualities I had been working hard on and I was pretty sure I could weed it out with a fresh male line, personally. Need fresh blood when that happens. The "breeder" I bought my very first chicks from actually had a LOT of scissor beaked birds, in more than one breed he was breeding. If I had known, I wouldn't have paid money for his birds.
