Scratch Grains or prepared Layer Feed?

I have laying hens, I always have oyster shell available to them I spoke with a fellow chicken head this past week and he said that feeding scratch grains instead of layer feed is OK, can I get a confirmation from someone that this is an ok practice before I start doing so?

Feed layer feed. Consider scratch grains to be a treat. If it has to be one or the other for money reasons, feed them the complete food - layer feed.
