I was told these two came in that very morning but one is clearly older than the other-that or she/he isn't a bantam? I have no idea if these are boy/girl but I've heard it takes a long time to figure out.

I have 2 Sebrights (also purchased from TSC) and one of mine developed a lot faster than the other did. In fact, they looked a lot like your 2 for a while.
