To deal with high winds,, (skip the hurricanes) I suggest you secure your cattle panel hoops well. There a few ways to do this. If you can get your hands on used RR ties, then make the perimeter from those. That would be an easy option. There are of course many other ways.
If you are going to go with plastic corrugated panel, can I suggest you look into fiberglass panels instead. They are stronger in my experience. Both will work though.
You can secure the panels to the wire ribs with
heavy duty zip ties. You make the holes with a soldering tool that would make nice neat 1/4 inch holes. It is fast, and better than drilling, because it leaves nice rounded edges, that also are less likely to split open.
The RED circles, are the 1/4 inch holes.
The BLUE is the zip tie showing how it can be laced like a shoe tie.
The Black Dotted lines are the cattle panel wires underneath.
After you finish each panel, then caulk the holes to keep out dripping rainwater.
I do not have any experience making things HURRICANE proof, aside from building with solid concrete
