My Delaware Rooster is healthy but one day I was sitting on the back porch and he immediately fell over and started flapping his wings, squawking, and moving his body in circular motions. I am pretty sure he is having seizures, he does it 5-10 times a day... Does anyone know what I should do and/or what I should use to help?

I would see about increasing his B vitamins. You can do that by taking a Super B Complex human vitamin, crushing it and adding it to a gallon of water. That's the quick answer....to help anymore I would need to know more. Is he the only one showing any symptoms? Any new feed or moldy feed? Any mold in his house? How do his eyes look? Anything you can tell and pictures of him overall would be a help.

Yes he is the only one having symptoms...no mold and no new feed.... His eyes also look normal.

Then if you aren't giving them poultry vitamins, I would start. If you rule out the other things, it has to be a neurological symptom caused by either vitamin deficiency now or during development in the egg. The first should turn around if the proper help is given and even the latter can be changed so he can function normally. Here's one place to start, https://www.backyardchickens.com/t/517234/medical-treatments-recommended-by-bycers#post_6580204 .
Check out the treatment for wry neck. Even though he isn't showing that smyptom, vitamin E is essential for proper nerve function. I would and have used a 400iu capsule. You can mix this into water or add it to a small amount of feed that he will eat in a few minutes. Just open the capsule and squirt it on top. The B Complex can be used as a quick start but then should be changed over to regular poultry vitamins.

If you don't see improvement, after starting this, within a couple of days, it will need to be looked at again. There are poultry diseases, respiratory and others, that can cause things like this to happen. Since you said there were no other symptoms, I didn't bother with mentioning them at this time. Why trouble trouble right? Please keep this thread up to date with progress or other symptoms.
