I would try increasing her protein a little as well (you can give her some cooked chopped egg whites. And I probably wouldn't put any more chemicals on her for a while.
Poor thing...she must be irritated!

I always appreciate it when people update posts with a conclusion to help others with the same problem years down the road so here it is:
I think the Terramycin powder in the water was the way to go. It is made for cattle but has directions for many animals including poultry. The think the mixing directions on the package are meant for vets because I dont understand them. I put one Teaspoon per quart because that is the concentration I read others using. 2 days later she was fantastic. Here nose was dry and her wheezing stopped and her eyes were opened and the swelling was down. I had also been putting anti-bacterial ointment on her eyes.
I think the Terramycin concentration may have been a little high because sometimes she would throw-up water. I diluted the quart of treated water with 2 cups of water on the 2nd day and continued the treatment for 8 days.
She is still loosing feathers and I think she is molting. The feathers in the balding area do pull out effortlessly and they are black and dull; compared to the feathers that are not coming out, which are shinny and have a tint of brown on the tips.
On another post I have read of other 7-month-old hens that did a partial molt. She is eating like a cow and I have been including some cat food for extra protein for the feathers that hopefully start to grow back soon.

I fully agree. It is improtant to get the eyes opened and treated.
DO use the Vet Rx, I am a big follower of this stuff. Put is under the wings and on the comb and waddles. Try not to use alot around the nostrils unless you know exactly what you are doing.
Put electrolytes and mineral in the waterer. Try to avoid antibiotics unless the flock starts to get these symptoms. If you do get to the antibiotics, USE THEM with care and DO NOT stop them early.
