Let me first say that I kill my extra roosters on a regular basis, so I have no problem with people on Craigslist doing that.
BUT last spring my cochin rooster got killed by a raccoon and I was in a pickle, wanted a roo with feathered feet to sire the spring peeps. I found a lady on Craigslist with free roosters and came home with a beautiful Brahma who is now a pet. I needed that rooster and would have forked over $20 for him happily.
It depends on the situation out there. If someone needs a roo of that breed with spring around the corner you may be able to find him a good home. Charging $15 or so will put him out of the butchering/dog food market.
