Serama Chicks peeping

I received three Serama chicks in the mail yesterday, unfortunately one didn't survive the trip. I have the remaining two in a box with their food and water under a heating plate set as low down as I can make it while still allowing them to move freely. However, they keep peeping loudly and huddle together, seemingly unwilling to eat or drink save for the rare occasion. Any help is appreciated as I don't want to lose these two as well!

Try to dip their beaks in the water and pecking the food.
 
I agree with this as well, if its not warm enough, you may have to add a heat lamp as well for the first few days...
I'm using a poultry heating pad and toanother brooder heater to help supplement their heat, though another one passed this morning. I'm wondering just what could be the issue at this point
