I do fully understand what it is that you are talking about, but this one had, err, a few loose screws. Crazy is one thing, insane is a bit different, this was a bit overboard.
Unless you consider a ten inch horn on your head average dress for a restaurant.

None of those are near drastic enough. The first one was the closest, but it needs WAY less clothing, (like a one piece swimming suit), a neon rainbow colored tutu, a random unicorn horn, and much brighter colors!

I'm guessing this person you saw was probably following the trend of My Little Pony outfits or was a furry, just my guess :3
