Black Australorp Rooster over a Speckled Sussex? Would that produce a black Sex link?

No. The speckling is from what is called a mottling gene. It is recessive and is not a sex linked gene. Since it is recessive you will not see any affects the first generation. Since it is not a sex linked gene both sexes of offspring will receive one copy.

To get a black sex link the hen has to have the dominant barred gene.

Can those more knowledgeable than me tell me is a 55 Fowery Hen x CC Legbar will produce sexlinks? I cannot find the answer as to what the color of a 55 is based on.

55s are duckwing with barring and mottling. Since both the 55s and CCL are barred you can't produce sex links using the barred gene.
There are two types of 55s. Gold duckwing based and silver duckwing based. If you happen to have the silver based one you can use a CCL rooster over the silver duckwing 55 hen and produce silver vs gold sex links.

They are both autosexing breeds, and my experience (with Legbars and Welbars) is that they will produce autosexing chicks. While not technically "sexlinks", they are sexable, and will retain that for future generations (something "true" sexlinks do not do).
I don't see much purpose in that cross, other than simple curiosity, as you will get heterozygous blue egg layers. I make the Welbar x Legbar cross to produce autosexing Olive Eggers, and sexable OE's are in high demand for the local backyard chicken keepers.

Ladies and gentlemen, my friends did the experiment using RIR roosters over RIW hens and over white rocks (WPR).

The daughters who had RIW as mothers had all the common coloration we see in the 90% of the commercial sex links of all the companies.

The daughters who had WPR as mothers didn't have any necklace (the neck was totally brownish feathered) and their tail was black!

The mother of the 90% of the commercial red sex links is RIW of course selected for smaller size and smaller appetite.

We now have the D 107 blue sex links here in the states.
Here they're being called sapphire gems.
From the threads here about them I'm less then impressed with their sex link characteristics.
We'll see in time about their egg laying abilities.
