Sexing chicks by fanning tails??

I am in need of some help! I saw somewhere that if you hold your chicks when they are a little older you can gently tilt them forward and if they fan out their tails they are female and if the don't they are males. Well when I tried this the first time on what I thought were all pullets to begin with, all but one of them fanned their tails; and I just accepted that I had a cockerel. I've been watching "him" develop into what I thought was a Red Sex link roo, until the other day when I was holding him and I unintentionally leaned him forward and he fanned "tail"! So now I'm asking all of you, is this whole theory of only females fanning their tails true? It really looks like a red sex link roo! If it's a female, then I'm just at a loss.
 
If it's a red sex link roo it will be white. Thus the name "sex link".
He looks exactly like a sex link... If he is in deed a cockerel. But my question is if this whole "only females will fan their tails" thing is true. Cause "he" is all of the sudden doing it and he didn't before.
