do these blue feathers mean boy? only one of my ducklings has gotten it (the other one already has an adult/female quack!)

Those aren't blue feathers, they are pin feathers which look blue until the develop into an actual feather. Easiest most definite way to sex is to voice sex, when young, males will make a raspy peep, while the females will go peep,peep QUACK.
