Should I assist?

Yesterday was day 21 for my Silkie and Polish eggs. Most of all that made it to lockdown hatched. Today is day 22 and I candled the remaining eggs that showed no progress, movement or pipping. Two had no movement and look like they did not make it. The other one that didn't hatch looks to be making an internal pip. I know this is normal sometimes for them to hatch later than day 21, but this one has a lot of blood (I can see when I candle it) around the round end/air sack end and I'm worried about it. I've incubated hundreds of eggs before and I'm not one that usually steps in, but when the eggs are super expensive and we lost over half due to power outages, I want to have as many hatch as possible. I've never seen one internally pip with blood though, and I don't want to take pictures of it right now because I already risked shrink wrapping it by taking it out of the incubator. When or if should I make a safety hole? I'm thinking about giving it a few more hours, but no sure if that would be good for it because of the blood. I'm assuming it must have ruptured a blood vessel/membrane....?
 
If there was power outage, I would leave it in another day. If you help too soon, the chicks egg may bleed. and the chick's bottom could look like this if it is not ready to hatch.

If you see blood on a chick's shell or it is bleeding you can dab flour to stop the bleeding and then leave the egg alone.

I know about assisting them and when it's too early, I just have never candled one and seen the blood through the egg. It has not pipped but looks to be internally pipping. Like I mentioned in the post, I am just going to leave it for a few hours, but I'm worried because of the blood, not necessarily that it's day 22.
