Should i keep incubating these eggs?

Day 2 is a bit early. With mine day 5+ you can see a dark shape going around the egg with a notch in the middle going up. You may even see veining and some flickering movement from the chick, plus the development of the air cell. Give them until day 10 or so to be sure. If they look clear and the light passes through just showing the yolk (day 10+) then they are infertile or maybe early quitters.

I am in iraq, baghdad and most farms of quails here are free range because of rules of animal health and anti cruelty.. Does that mean they are fertile?

It depends. If there are males, (which could very well be in a situation like this) then you have a chance. I would continue incubating and candle at day 7 or so. Let us know if they hatch!
