Needing a floor depends on site.
If it's a high dry area, no need for floor, apron will deter diggers.
If it's a low area that might flood or not drain properly, then you'd want a floor high enough that rodents, snakes cannot nest underneath.....12"-18".
18-24" apron buried a few inches or on surface is easier and way, way more effective than just extending wall down a 'few inches'.
