Pinioned is a 'surgical' type clipping of the nerve in the wing.This renders the bird flightless for the most part.They can still get about 4-5 foot of air,but not fly away.
 
They remove the end of the wing that carry's the primary feathers. they usually do it when they are first hatched when the bone is still flexible and it doesn't bleed a lot.
