can you feed ducks shrimp from the freezer section in the grocery store, or any other frozen fish?

Yes. But that is VERY expensive food for any animal. I would eat the shrimp and fish and give them the scraps. If you have a local fish market you can get a bucket of heads and guts for free.

I second MissPrissy's advice. My ducks get the seafood leftovers when we spoil ourselves...BIL loves crab and daughter loves shrimp.When there are birthday or other seafood celebrations the ducks clean up the shells/leftovers.They love it.
