Sicillian Buttercups

Hi All,
I've just joined.
I keep bantams, and am particularly keen on Pekin varieties.
However I do have a Sicillian Buttercup 56cm cockerel who at 8 months old stands at just under 22", or 56cm, does this make him a bantam or a large fowl?
I hope someone out there who knows can explain to me as I have spent a lot of time to no avail this afternoon on the computer trying to find out.
