My chickens have a “snick?” Only the new members(young birds) have it. Gummy saliva and dry snot. Eyes gumming closed. Poor appetite. Any ideas on how to treat this. I’ve got oxine, apple cider vinegar, garlic, and goat drench(vitamins) in the water already

Oxine in the water? I don't think it's intended to be ingested. I would offer just plain water in one waterer and electrolytes in another.
Are the new birds in quarantine from your original flock?
Flush the eyes with saline and gently wipe clean. Apply terramycin or triple antibiotic ointment to the eyes.
It sounds like they may have a respiratory infection. Can you take a short video, upload it to YouTube and post the link here?
