Can you tell me about the tape or band around the spur?

It looks like he may have some scaly leg mites going on, it's hard to tell. For Scaly Leg Mites - You can give his legs/feet a good washing in warm soapy water, gently scrub with a soft brush. Dry. Apply some vaeline, coconut oil or A+D ointment. This will smother the mites. Apply you oil/ointment daily for 2wks. then apply a couple of times a week thereafter until the mites are gone.

you can try to rinse his feet off

a bumble looks like a planters wart:

this would need to be soaked in an epsom salt bath and have the scab of the bumble picked off/out depending on severity may need to be cut out

Can you take the ring off the spur?
Why is it on there?

If the spur is puffy, then ring may be too tight.

@DwayneNLiz gave you good advice on treating the scabs on the feet.

Can you post some current photos?

Can you tell us what the band around the spur is for? A spur should not be falling off 4 or 5 times a month. When rooster spurs get long most people trim them or blunt them so they are not so sharp.
