The guideline I've read is that 90% to 95% of their diet should be their regular feed.

You should be able to lessen the wasting of the layer mash if not fix it entirely. One thing I do is buy pellets instead. Sometimes they don't really like them so well, I personally suspect just because they don't like change. Usually helps to introduce the new feed slowly by gradually mixing more and more of it with the old. Mine actually prefer the pellets. If they're scratching the feed out of the feeder, you might try raising it higher, above the level of their backs, or perhaps changing to a feeder that has a smaller access area.
They should eat spilled feed off the ground if they can get to it or find it; perhaps a board over the litter below the feeder? Hard to say, of course, depends on your setup.
